Bump Docker base image to ubuntu:24.04 for CMake 3.24+

The Dockerfile built from ubuntu:22.04, whose apt `cmake` package is
3.22, but the top-level `cmake_minimum_required(VERSION 3.24)` rejects
it, so `docker build` failed at the configure step. ubuntu:24.04 ships
cmake 3.28 (and the g++-13 toolchain the ubuntu CI already builds with),
satisfying the requirement.
