docs: add minor version bump checklist

Reference for the team when a minor FF triggers the version-bump
pipeline. Grounded in what actually happened during the 9.5.0 bump on
7 Jul 2026 — pre-FF prep (backport label, stale-branch cleanup),
in-flight pipeline steps (bump-minor.sh, post-minor-merge.sh, DRA
polling gates), post-bump follow-ups (integrations PR, hermit sync),
and a troubleshooting table for the failures we hit that cycle
(GH006, Mergify vs merge queue, bot permissions).

Links the reference PRs (#7184, #7186, #7225, #7227, #7228, #7268)
so future readers can trace the history of each safeguard.
