Commit Message

ci: Fix Elixir compiler cache invalidation

- Sync environment variables (POSTGRES_USER/PASSWORD) between
 warmup and test jobs to ensure build environment parity.
- Add explicit caching for the `deps` folder to preserve
 file modification times.
- Normalize `astarte-interfaces` submodule timestamps to prevent
 forced re-compilation due to file age mismatches.
