Address review comments: dedupe license header, fix unwrap_proto_value, remove flaky sleeps

- excluded_check_result.ex: drop duplicated SPDX header block
- mapper.ex: unwrap_proto_value/1 now truncates whole-number values to
  integers and handles bare {:null_value}, matching from_value/1 behavior
  so Rhai attribute comparisons are not skewed by 42.0 vs 42
- server_test.exs: replace the four :timer.sleep(50) waits with
  deterministic assert_receive on the mocked 'agents' publish, which
  only fires after handle_continue has evaluated exclusions
- mapper_test.exs: cover number (whole/fractional) and null proto
  value unwrapping for attributes
