test(helpers): migrate HelpersTests to Swift Testing (Phase 1) (#1091)

Converts all 11 files in Tests/HelpersTests from XCTest to Swift
Testing (#expect/#require/@Test/@Suite), and moves the target off the
blanket Swift 5 language-mode pin onto full Swift 6 strict concurrency
checking (matching production targets). No setUp/tearDown, Mocker, or
snapshot assertions in this target, so it's a purely mechanical
conversion validating the base pattern before Mocker-heavy phases.

Verified via both `swift test` and `xcodebuild test` (90/90 tests,
10 suites, both hosts) after the SDK-1247 pilot surfaced a case where
swift test alone didn't reproduce an xcodebuild-hosted failure.
