tes(core): SecurityHelperTests.cs - breakInheritance:false branch of ApplySecurityRules/CreateSecureDirectory (inheritance restore + non-admin fallback) is never tested
fix(core): separate atomic and progressive creation paths to preserve inheritance when breakInheritance is false
test(infra): DapperExecutorIntegrationTests.cs - CalculateBackoff overflow test uses attempt=40, which never overflows (long handles 100<<40); the Math.Min(attempt,30) guard is never actually exercised
fix(service): wrap masking regex value patterns in atomic groups to eliminate ReDoS timeouts
