Stacktraces for python and mlir bindings (#845)

* Updated boost to 1.90
 + enabled boost::stacktrace with stacktrace_from_exception support
 + link stacktrace_from_exception statically into python and mlir py-bindings
 ! But, since those python bindings are loaded at runtime, the boost library cannot inject the capture of stacktrace into libs previously loaded. We currently need LD_PRELOAD of the matching dynamic boost lib to solve this.
* stacktraces off on macos
 * default MLIR bindings and tests to ON, if the MLIR frontend is selected
