feat: resolve YAML merge keys (`<<`) in `getStaticYAMLValue` for YAML 1.1 (#307)

Resolve YAML 1.1 merge keys in `getStaticYAMLValue`, merging the referenced
mapping (or sequence of mappings) into the enclosing mapping. Directly-defined
keys and earlier merge sources take precedence over merged ones. A plain `<<`
in a 1.2 document, or a quoted `"<<"` key, stays a normal key.
