test: expand unroll suite from 4 to 42 regression tests (#78)

Revives the February claude/add-unroll-flag-tests-Pt3HX branch. The
tests were written to catch then-known unroll bugs (stale array-indexed
port references, duplicate package localparams, leaked N_XXXS params);
those bugs have since been fixed (#70, #71) and the whole suite now
passes as-is, so this lands it as regression coverage.

Coverage: port declarations (arrayed vs unrolled, APB3/APB4/AXI4-Lite,
multi-dim naming), fanout/fanin referencing individual ports, package
localparam uniqueness, cpuif_sel_t struct shape, decode completeness,
and edge cases (size-1 arrays, mixed array/non-array, external block
arrays, multiple arrays, width invariance). Adds 5 RDL fixtures.

Cleanups vs the original branch: the copy-pasted duplicate-localparam
check is now a shared helper, and 3 tests whose assertions duplicated
other tests verbatim were dropped (45 -> 42).
