Add a lychee link-check CI job for Markdown docs

Catch broken relative and external links in README, ARCHITECTURE, ROADMAP
and docs/**/*.md before they reach main, with a cache for lychee's HTTP
results and an explicit exclude for the intentionally untracked ideas/ and
decisions/ directories.
