fix: remove unused ty suppression that fails typecheck CI (#70)

The DesignState changes merged in #68 made the blanket `# ty: ignore`
on the constructor call unnecessary; ty now reports it as an unused
suppression and the typecheck workflow fails on main and every PR
branched from it.
