feat(app): add interaction option to Resend Subscriptions modal (#9770)

The Resend Subscriptions modal previously only resent `update`
interactions. The underlying `$resend` operation supports selecting
`create` and `delete` interactions as well. This adds a select input to
the modal so users can choose which interaction type to resend.

Fixes #7565
