Add convenience function to executor-based estimator to identify unique layers to learn (#2994)

### Summary

This PR adds a function to the executor-based estimator to identify
unique layers to learn, that can be passed straight to NLV3. It also
flattens the output of the convenience function, to tailor it to the
input required by NLV3.

Fixes #2993
