feat: reimplement PDE rollback framework

Replace the legacy FD1D/mesher PDE stack with the Rollback_-based framework described in the PDE reimplementation spec. Add coordinate-map/grid/operator primitives, ThetaScheme_ with explicit Prepare/decomposition reuse, full target-boundary theta treatment for Dirichlet rows, rewritten consumers, focused tests, methodology docs, and changelog coverage.
