ci: make coverage artifact upload/download best-effort

a transient GitHub artifact-service timeout on the lcov upload step was
reding the whole build even though tests passed. mark both the artifact
upload (test job) and download (coverage job) continue-on-error so the
full coverage round-trip is best-effort, matching the already-continue-on-error
coveralls submit. only swift test gates the build now.
