feat(gw-api): unified tenants ns common labels, allowed routes implementation (#1139)

* Further improvements of labels handling for tenant namespaces, gw-access presence check added in order to ensure proper configuration.
* Move ParseAnnotations to MapFromKVString tests have been moved to utils_test.go and suite_test/namespace_test.go have been modified in order not to create useless variables
