build(cmd): package the roaringrange CLI (goreleaser, brew, go install)

Add a GoReleaser pipeline (.goreleaser.yaml) triggered by version tags via a
dedicated release-cli.yml workflow, separate from the PyPI wheel release. On a
vX.Y.Z tag it builds cross-platform CLI binaries (macOS/Linux/Windows,
amd64+arm64), attaches archives + checksums to the GitHub Release, and updates
a Homebrew cask in freeeve/homebrew-tap.

- go install github.com/freeeve/roaringrange/cmd/roaringrange@latest works with
  no infra.
- brew install freeeve/tap/roaringrange after the tap repo + token are set up.
- Windows ships release binaries only (no package manager).

Stamp the version into the binary via -ldflags main.version and add a
'roaringrange version' command. Document install paths in the README.
