docs: add PDE framework reimplementation spec and critique

Specify a clean-room reimplementation of the 1D PDE solver stack on the
abstract Dal::PDE framework (pde.hpp): coefficient factories and
callable adapters, a concentrating CoordinateMap_, CoordinateVector_-
driven grid construction with bitwise endpoint pinning, NewDx/NewDxx
operator builders, and ThetaScheme_ : Rollback_ with a Prepare/apply
split and probe-value coefficient revalidation. The old FD1D_/mesher
code is reference-only and slated for deletion in the final PR.

The spec went through the full pipeline: dal-spec-writer draft,
dal-api-designer surface pass, dal-critic adversarial review (findings
B1/B2/M1/M2/M3 all resolved back into the spec), with the critique
report retained under .claude/critiques/ for traceability.

Delivery is sequenced as three PRs: primitives + grid machinery,
ThetaScheme_, then consumer rewrite + old-code deletion + docs.
