config: add readiness health checks

This patch adds readiness checks to the health registry and exposes
them through `box.info.health`. The aggregate readiness status is
boolean, while individual checks keep ready, not_ready, or degraded state.

A check starts as `not_ready` on its first failure. Once it was ready,
later failures or callback errors are reported as `degraded`.

This patch also registers built-in readiness checks for `box`, `config`
and `vshard.router`.
