Update feature gate phases after bumping Kubevirt to `v1.9.0.rc.0` (#4381)

* update KV featureGate list, to kv v1.9.0.rc.0

Re-generate the pkg/internal/kvfeaturegates/kv-beta-feature-gates.json
file, using KubeVirt's feature-gate-report tool from KV v1.9.0.rc.0 tag.

* change feature gate phases

declarativeHotplugVolumes is graduated to beta, and is now enabled by
default.

the videoConfig feature is now GA, and so the videoConfig feature gate
is deprecated and ignored.
