templates/tests/conftest: drop RUF076 noqa on autouse fixture

The previous commit added a `# noqa: RUF076` to silence the preview
pytest-fixture-autouse rule on recover_stale_process_cwd. Generated
projects run Ruff without preview, where RUF076 is not enabled, so the
directive instead trips RUF100 (unused noqa) and breaks lint in those
projects. Remove it; the fixture still runs automatically.
