feat: source /api/diag/tasks registry occupancy from bb_task_base (#760)

Move registry.{count,capacity,dropped} on GET /api/diag/tasks off
bb_task_registry onto bb_task_base -- the SSOT fixed table every
bb_task_create() call actually hits, per B1-601. Per-task
stack_budget_bytes/wdt_subscribed/sw_wdt_* enrichment stays on
bb_task_registry (unchanged). Same JSON contract; only the source
of the aggregate moved.

- bb_task: add bb_task_base_count()/_capacity()/_dropped() accessors
  plus an s_base_dropped overflow counter (BB_ERR_NO_SPACE path)
- bb_diag: repoint the registry object to the new accessors, add
  bb_task to PRIV_REQUIRES, update schema/summary docs
- host tests for count/capacity/dropped incl. overflow on both
  upsert and touch_or_insert
