chore(make): cap benchmarks in test target and add dedicated bench target

- Add -benchtime=1x to the test target so the 108 benchmarks run once as a compile/race smoke check instead of executing full timing loops under -race, where the numbers are meaningless anyway (per-package example dropped from ~3.5s to ~0.005s).
- Add a separate `bench` target (-run=^$ -bench=. -benchmem, no -race or coverage) for real performance measurements.
- Mirror both changes into the examples/service scaffold to keep the generated project consistent.
