e2e: bootstrap basic tests and run against clab env in CI

Add Ginkgo-based e2e suite covering mode1 (active-backup) and mode2
(balance-xor) with layer2 and layer2+3 hash policies. Each run creates
an isolated bond-cni-test-<seed> namespace so concurrent runs do not
collide. NADs are parameterised via -nads flag (defaults to kind layout,
ocp-nads.yaml provided for clusters using bond0.11/bond0.12).

Gate e2e files behind //go:build e2e so go test ./... stays clean for
unit tests; update build.yaml and Makefile to use ./... accordingly.
