fix: migrate golangci-lint config to v2 and update CI toolchain

golang.org/x/net 0.55.0 requires Go 1.25, which the CI toolchain and
golangci-lint v1.64.2 cannot handle. Migrate .golangci.yml to the v2
format (same linter set and exclusions as before, with wsl_v5 replacing
wsl), bump CI to Go 1.25.x and golangci-lint v2.12.2, and fix the two
issues the newer linters flag.
