#59 Migrate Teltonika CI to shared integration image (#141)

## Summary

- use the shared `homeassistant-integration-ci:3.14` runtime
- create `.ci-venv` once per build and distribute it through the
bootstrap stash
- remove the project-specific image builder and superseded Jenkins
module tree
- retain all quality, security, analysis, dependency, release, and
mutation gates
- keep canonical lockfiles independent of the CI package-index
environment
- update CI architecture, testing, deployment, operations, and
repository documentation

## Validation

This pull request replaces #140 to start a fresh Jenkins multibranch PR
job for the corrected head. The previous Jenkins run completed all
substantive gates, including mutation testing and 98.361% coverage, but
exposed that `pip-compile` emitted the CI image's private index URL. The
lockfile command now explicitly suppresses index and trusted-host
directives. All GitHub-native checks, including Runtime Dependency
Consistency, pass on the corrected head.
