Resize an open overlay in place via session.overlay.resize (#163)

Adds `session.overlay.resize` (`--size-percent N` | `--full`) to resize an already-open overlay in place without restarting its program, and unifies the full + floating overlay rendering into one always-present host so switching full<->% never re-parents the overlay surface or overruns the NSSplitView. Wired across the control protocol, dispatcher, server, store, and CLI, with round-trip/dispatcher/AppStore/CLI/e2e tests and docs across README, the agent-skill, the control-api rule, and the site.
