migrate to REAPI `output_paths` (#23294)

Migrate REAPI support to use `output_paths` instead of the deprecated
`output_files` and `output_directories` fields. The `Process` plugin API
is not updated yet to use `output_paths`.

The xfail tests from https://github.com/pantsbuild/pants/pull/23484 are
turned into normal tests and now pass.
