Fix CI failures: MSVC linker, gcc Werror, formatting, permissions

- Guard mold/lld linker selection with if(NOT MSVC) to prevent
  LINKER_TYPE errors on Windows builds
- Move sink_rcvr to namespace scope to avoid -Wunused-local-typedefs
  under gcc -Werror
- Apply clang-format and gersemi to fix lint check failures
- Grant issues:write permission so create-issue-when-fault can report
  scheduled build failures
