add Buildbarn integration tests for REAPI (#23484)

Add integration tests for REAPI remote caching and remote execution
using a local instance of BuildBarn. The goal is to have a real REAPI
server against which to test REAPI compatibility. The BuildBarn instance
is managed via Docker Compose.

Add xfail tests for the current Pants REAPI regressions due to REAPI
servers including BuildBarn no longer supporting the deprecated
`output_files` and `output_directories` fields. A subsequent PR stacked
on top of this PR will fix the issue and make use of the integration
tests to prove it.
