Rebuild Sphinx docs and rewrite README around the build_h0 workflow

Replace the 2019 sphinx-quickstart setup (broken under the src layout) with
a modern configuration: furo theme, autodoc/autosummary-generated API pages,
numpydoc, intersphinx, and no sys.path hacks - docs build against the
installed package. New pages: installation, usage (RSPt preparation, the
build_h0 CLI, MPI runs, Slater-Condon/SOC extraction), and an API reference.

The README now documents pip installation with extras, a build_h0 quick
start, development commands, and carries CI/coverage/docs badges.
