build: add -Dquick profile to skip quality gates while iterating

Moves every plugin except the compiler and Surefire (tests) into a
new 'qa' profile, active by default and disabled with -Dquick. This
drops Error Prone/NullAway, -Werror, Spotless, Checkstyle, JaCoCo,
and the javadoc/sources jars from local iteration builds, cutting
`mvn verify` from ~14s to ~4s, without touching what a plain
`./mvnw verify` does.
