ci: ignore Python 3.9-incompatible dev-dependency updates in Dependabot

pre-commit >=4.4.0, anyio >=4.13.0 and pytest >=9.0.0 dropped Python 3.9,
which the project still targets (requires-python >=3.9). Dependabot ignores
the ~= pins and tried to bump to those latests, failing every run with
dependency_file_not_resolvable. Ignore those version ranges so patch updates
within the 3.9-compatible line still flow. Remove once 3.9 support is dropped.
