fix: use local dir for dex certs (#638)

Related to #583 

Currently the UI dev/e2e scripts create files in `/tmp`. This PR changes
this behavior.

The usage of `/tmp` was a workaround we should keep things within our
project directory.

## Testing

`make ui-dev` and `make ui-test-e2e` work.
