fix(devcontainer): source workspace .envrc for git identity fallback

When dev-up did not forward GIT_USER_NAME/GIT_USER_EMAIL/GIT_SIGNING_KEY (e.g. the
host had no direnv-loaded .envrc), the container ended up with no git identity, so
in-container commits (and 'just deploy-minor') failed with 'Please tell me who you
are'. configure-git.sh now falls back to sourcing the workspace .envrc (plain
exports) when those vars are absent, giving the container a git identity and SSH
signing config without needing direnv.
