* chore(deps): upgrade PHP dependencies and republish Filament assets

Updates Laravel to 13.18.1, Filament to 5.6.8, Livewire to 4.3.3,
spatie/laravel-permission to 8.3.0, zircote/swagger-php to 6.3.1,
northwestern-sysdev/chassis to v1.1.2, Rector to 2.5.4, and related
transitive packages. Filament frontend assets republished via
filament:upgrade after the package bump.

* refactor: modernize classes flagged by updated Rector ruleset

Type-hints the array_all closure parameter in FilesystemValidator and
removes redundant @return $this docblocks from the SupportTicket
mailables now that build(): static declares the return type.

* chore(deps): upgrade frontend dependencies

Updates Vite to 8.1.3, @sentry/browser to 10.63.0, Cypress to 15.18.0,

* docs: add v2.3.0 changelog entry

* test: add standard Cypress intercepts and tune runner memory

Adds a registerStandardIntercepts() command that aliases /livewire/update
as @livewireUpdate and stubs /broadcasting/auth as @broadcastAuthBlocker to
silence recurring 403 responses during e2e runs. Enables
experimentalMemoryManagement with numTestsKeptInMemory capped at 5, and
removes the after() hook that reactivated the local .env file and cleared
config now that env swapping is scoped to local runs.
