build: remove redundant StrictConcurrency experimental feature (#1073)

Package.swift's non-test targets have no explicit swiftLanguageMode, so
they already default to the Swift 6 language mode under
swift-tools-version 6.1, where strict concurrency checking is inherent
to the language mode rather than an opt-in flag. Explicitly enabling
the StrictConcurrency experimental feature alongside that is a no-op
left over from before the Swift 5.10 drop.
