Improve Ruff lint config and update dependencies

Expand the Ruff lint config in the template: select E/W/ASYNC/LOG/PERF/RET/C4,
add the E117/W191 formatter-conflict ignores (kept in sync with Ruff's list),
keep E501 enabled, and ignore E402 in scripts/*. Also bump service dependencies
(typer, ghga-service-commons, hexkit), refresh the lock files, and update the
ruff pre-commit rev to match.
