Remove the migrationkinds package; match schema statements via a prefix check

The kinds enum classified each captured statement, but the slim path just needs to separate a migration statement from probing noise.
Replace the enum loop with a short prefix check and drop the whole package.
MigrationOp keeps just its statement; the kind field and its getters are gone.
With the package gone, go-migrate stops importing enum.
Also trim the doc comments and bump the CI checkout action.
