feat: LOCMAF v0.3 via the Eyevinn/locmaf module (#96)

* feat: LOCMAF v0.3 via the Eyevinn/locmaf module

Replace the in-tree internal/locmafv02 codec with the reusable
github.com/Eyevinn/locmaf module implementing LOCMAF packaging
version 0.3 (element types with genBox and rawBoxes, MOQT vi64,
full 32-bit sample flags, derived-only delta BMDT, canonical
senc/saiz/saio reconstruction):

- mlmpub: GenLocmafChunk encodes with locmaf.EncodeCanonical; the
  catalog announces locmafVersion from locmaf.Version ("0.3")
- mlmsub: decompressLocmafObject decodes with locmaf.Decode and
  rebuilds chunks with locmaf.ReconstructCanonical; rawBoxes objects
  pass through verbatim
- v0.2 stays reachable at the locmaf-v0.2 tag; docs/locmaf_v0_2.md
  and docs/LOCMAF.md (v0.1) replaced by a short pointer doc
- mp4ff bumped to master (PR #520, CMAF-conformant CENC senc
  alignment)
- tests ported to the effective-values API; sample-size assertions
  resolve through the CMAF defaults chain since the canonical form
  hoists uniform sizes into tfhd

* docs: correct LOCMAF namespace docs — it is a cmsf/* track variant, not a separate namespace
