feat(common-cse-machine): add globalNames to CseSerializedEnvFrame (#48)

Lets an evaluator (e.g. py-slang) mark names in a call frame that
resolve via the global frame instead of the usual enclosing-scope
chain (e.g. Python's `global` statement), so the web plugin can
annotate the frame and short-circuit lookup animations.

Part of source-academy/frontend#4041.
