fix(transformer): resolve sibling package types in struct and array literals

Use TypeDefForIdent when building fields for expected struct types so
definitions are found in sibling Forst packages, not only local Defs.
Emit qualified sibling selectors in struct literal type positions when
the expected type, hash-based expected type, or shape BaseType names a
sibling package type.

Prefer the literal's explicit element type over contextual array type
inference when transforming array literals.
