feat: add bb_collection ordered opaque-item collection (#750)

- fixed-capacity, thread-safe (pthread_mutex_t) name+item+order store
- foreach snapshots under lock then invokes callbacks stable-sorted by
  order, lock-free (mirrors bb_registry's copy-out pattern)
- mechanism only, not an autowire resolver (see header doc)
