Pattern-match topic names against locally created ones (#65)

The defect found by Fable was that we forgot to match topic names
against pattern subscribers when creating topics locally. This is
related to, but does not address, issue #64

This changeset completes the long fix sprint following an in-depth Fable
review. The `todo/` directory is therefore removed.
