* [Spec Kit] Add specification for node provenance timestamps

Specify propagation of `published` to newly created nodes, and new
`indexed`/`updated` attributes, on branch 009-node-timestamp-attrs.

* [Spec Kit] Add implementation plan for node provenance timestamps

Plan promotes `published` to a typed Node field, adds indexed/updated
apply-time attributes, and fixes a stub/indexed inconsistency found in
spec.md while designing the merge/create-path timestamp rules.
