feat: add bb_num component (bb_clampi/bb_clampf) (#738)

- add bb_num component (portable numeric helpers), mirroring the bb_str shape
- bb_clampi/bb_clampf clamp a value into a caller-supplied [lo, hi] range
- portable impl under platform/host/bb_num/bb_num.c, no platform deps
- register bb_num in the native scaffold (scripts/native_scaffold.py) and
  test env (platformio.ini custom_bb_components) so the host build compiles it
- add test/test_host/test_bb_num.c covering every branch of both functions;
  register the new tests in test_main.c
- add platform/host/bb_num/ to the Makefile coverage filter so bb_num shows
  in the gcovr report
- clean-additive only: no existing call sites migrated to bb_num
