feat: Advertise a family-matched relay address (dual-stack)

Add ListenerConfig.Addrs, the per-family companion to Addr, holding
the candidate relay addresses (the XOR-RELAYED-ADDRESS advertised to
clients). This is intended to hold Pod.status.podIPs list that allows
us to select the right relay address family per the requested
transport IP address family.
