Commit Message

Add MustNewLog and harden zaplog setup

- Add MustNewLog to build a zap log from Config in one step
- Parse the log threshold across each zap case, panic on unknown input
- Dedupe the shared encoding setup into one unexported func
- Rename lumberjack JSON tags to consistent snake_case
- Give the no-configs panic a plain message
- Bump zap to v1.28.0
- Align release workflow actions with the template
