* gNMI-1.12 Add qos_uc_tx_queue deviation for Strata platform support

Strata platforms (e.g. DCS-7050CX4) use "qos uc-tx-queue" CLI syntax
instead of "qos tx-queue". Use the AristaPlatform function in
helper/arista.go to identify the platform and issue the proper CLI
command.

* (M) featureprofiles/feature/gnmi/cliorigin/tests/mixed_oc_cli_origin_support_test/mixed_oc_cli_origin_support_test.go
      - Use "qos uc-tx-queue" CLI command for strata platforms.

* Use arista.go

Move platform detection to internal/helpers/arista.go
