docs: correct stale check_lint refs; wire bbtool lint into build (make all + per-compile gate) (#721)

- clarify CLAUDE.md doc text with no reference to a nonexistent check_lint.sh
- add `make all` aggregate (check + test) as the local pre-push gate
- wire bb_lint() into every firmware build via BB_LINT_ON_BUILD (default ON), using the same `scripts/bbtool.py lint --root . --profile library` command as `make check`
- run the lint both as a CMake ALL target (idf.py/cmake) and at configure time via execute_process (PlatformIO's SCons flow never invokes cmake --build, so the ALL target alone is inert there)
